BURNET — While Spring Break means fun for thousands of people, it’s also a time of increased dangers on the road. So area law enforcement officers are stepping up their vigilance against drunk drivers and other hazards.

“Some people look at this time as an opportunity to get drunk, and, if they decide to do that in their own home, that can cause some discourse, but when they decide to take it on the road, it becomes a serious public safety issue,” Burnet County Sheriff W.T. Smith said. “The consequences from that can be irreversible, whether in the form of a criminal record that follows them the rest of their lives or hurting somebody or even causing another person’s death.”

To hopefully prevent those types of incidents, the sheriff’s office is stepping up patrols during the traditional Spring Break period of March 7-23.

The initiative specifically targets drunken or otherwise impaired drivers. Smith said he wants people to plan ahead if they are going to be drinking and either stay where they are, have a designated driver or arrange for another way home.

One provided ride that people would want to avoid is from a deputy or other law enforcement officer because it will likely end at the Burnet County Jail.

In 2012, Burnet County suffered one fatality and 38 injuries due to drinking and driving. Officials said 25 of those injuries were considered incapacitating.

“I don’t know if people really think much about drunk driving until it effects somebody in their family, whether the person is a perpetrator or a victim,” the sheriff said. “Unfortunately, if somebody gets injured or killed, it can leaving a impact that just ripples through a family. The best thing you can do is stay out of those situations in the first place.”

Cop, former PEC employees accused of credit card abuse

JOHNSON CITY — A police officer, his wife and her former co-worker face felony organized crime charges after allegations of using a utility company credit card to purchase thousands of dollars in personal items over several months, according to Johnson City police.

Bryan Geeslin, 36, Jeanny Geeslin, 32, and Zelenny Martinez, 43, are charged with first-degree and third-degree organized crime in connection with incidents stemming from more than $50,000 in purchases made while the two women worked at Pedernales Electric Cooperative, the report stated.

A Blanco County grand jury indicted the trio March 5, police said.

Bryan Geeslin worked as a police officer for several agencies, including the Marble Falls Police Department (2004-2007), the Hays County Sheriff’s Office (2007-2008), the Johnson City Police Department (2008-2011) and the Texas Parks and Wildlife Department (March-July 2012).

“He is certified to be a police officer, but he was not commissioned at the time (of his arrest),” said Johnson City Police Chief Randy Holland, who initially launched the investigation in June 2012.

PEC officials first launched their own investigation after receiving a tip and then notified authorities.

“Somebody contacted the whistleblower attorney, and that’s how it all started,” Holland said. “It was investigated first, somewhat, through PEC, but once they discovered a crime may have been committed, they immediately contacted JCPD.”

Soon after the accusations surfaced, the accused left the area, he said. Investigators worked with Texas Rangers, the FBI and PEC to build a case and track the suspects, Holland said.

“We did locaters, found where they were living, and I contacted the appropriate jurisdictions to assist in the arrests,” he said.

Jeanny Geeslin was booked into the Lamar County Jail on March 11 and released on the same day on a $75,000 bond. Bryan Geeslin was booked and released at the same time and day on a $50,000 bond.

Zelenny Martinez was arrested by Castle Hills Police Department on March 11, booked into the Bexar County Jail and released March 12 on a $75,000 bond, according to jail records.

Judge stacks 2 life sentences against sexual predator

BURNET — A Burnet County jury convicted a 37-year-old man on two counts of indecency with a child March 18, but the district judge virtually ensured the molester would never walk the streets again by leveling two life sentences and then “stacking” them.

The trial started March 17 during which the jury convicted Brian Taylor of molesting a girl over a two-year period prior to 2011. The victim was 12 years old during a portion of the time Taylor molested her.

This is Taylor’s second conviction regarding child molestation. He was previously convicted of abusing a 14-year-old girl in Knox County, Ill., around 2003. After his incarceration there, Taylor moved to Texas in 2006.

With the prior conviction, District Attorney Sonny McAfee said the recent jury’s conviction of Taylor triggered mandatory life sentences for both charges. District Judge Dan Mills then ordered Taylor to serve the two life terms consecutively, which means the earliest the man could be considered for parole is in 70 years.

Assistant District Attorney Blake Ewing assisted McAfee in presenting the case, which included the victim testifying.

“This young lady showed incredible bravery to take the witness stand and confront the man who violated her trust so horribly,” McAfee said. “She has a long road ahead to overcoming the great evil that was done to her, but she can take comfort in the fact that by speaking out she helped ensure that Brian Taylor will never again victimize another innocent child.”

In January 2011, Granite Shoals police began investigating Taylor in regards to the 12-year-old girl’s outcry. The actual abuse began while Taylor was living in the Horseshoe Bay area but continued after he relocated to Granite Shoals.

Several agencies assisted in the initial and ongoing investigation into Taylor’s activities and his eventual whereabouts including federal marshals nabbing him in Missouri.

Granite Shoals and Marble Falls police first arrested Taylor in January 2011 in a Marble Falls motel after the initial investigation. He was booked into the Burnet County Jail and held on more than $1 million in bonds. Taylor stayed behind bars until July 2011, when his bond was reduced to $50,000 on each of the three charges on which he was being held at the time.

But within a couple of weeks, Burnet County deputies again arrested him, this time in connection with the theft of copper wire. A few days later, Taylor bonded out of jail on those charges and was back on the street.

Taylor was scheduled to appear in district court July 27, 2011, for a hearing on the indecency charges, but he called his bondsman and said he was on the run and in Tijuana, Mexico. But Granite Shoals police, including then Capt. Clint Low, suspected Taylor wasn’t in Mexico.

The local police enlisted the assistance of the U.S. Marshals Service to help locate Taylor.

On Aug. 9, 2011, federal authorities picked up Taylor in Missouri, where he was held in a county jail until being transported back to Burnet County. During the time Taylor was on the street, police officials said the victim was afraid the man would come after her.

Now, several years later, the victim has earned a degree of safety, officials said.

McAfee praised all the law enforcement agencies and officers who worked together, not only to capture Taylor but to make sure he would never be a threat to innocent victims again.

“(The victim) specifically asked me to thank former Granite Shoals Police Capt. Low for the great things he did in stopping the abuse,” McAfee said. “There is no higher praise she could have given the officers in this investigation.”

Six suspects arrested in drug bust at Kingsland residence

KINGSLAND — A search of a Kingsland residence March 31 turned up drugs and a large quantify of cash, which, in turn, landed six people behind bars.

Llano County Sheriff’S Office deputies arrested and charged Dario Mata Flores, 36; Daniel Reyes Limon, 19; Marcus Galvin Limon Jr., 62; Nicholas Limon, 25; Ismael Mirelez, 31; and Elena Mirelez Smith, 39, with possession of a controlled substance with intent to deliver.

The deputies executed the search warrant at 6:02 a.m. March 31 at 690 Midland. During the search, investigators seized about 3 grams of methamphetamine, a small amount of marijuana, assorted pills and a large quantify of cash.

The six suspects were booked into the Llano County Jail. All but Ismael Mirelez are being held in lieu of an $8,000 bond each. Ismael Mirelez’s bond is set at $10,000.

The six suspects face a second-degree felony charge, which is punishable by up to 20 years in prison.

Ex-Cottonwood Shores official charged with theft from city

BURNET — The former Cottonwood Shores administrator is accused of stealing a laundry list of items from the municipality prior to her resignation in June 2013.

On April 8, Burnet County Grand Jury indicted Janet Kay Taylor-Carusi, 56, on theft of property charges between $1,500 and $20,000 for allegedly stealing a list of items, including a Christmas tree, bingo cards and even a popcorn machine in May 2013.

Taylor-Carusi resigned as the city administrator in June 2013 after serving in that position for about two years. She had been involved with the city in various capacities since 2004.

After her announcement of her resignation, Taylor-Carusi said she was stepping down to pursue other things in her life.

According to the indictment, Taylor-Carusi allegedly took computers, computer monitors, routers, printers, TVs, speakers, a timer, a lamp, furniture, copiers, a helium tank, VCRs, a rolling cart, trash cans, books, office supplies, step stools, costumes, eating utensils, a coffee pot, coffee cups, plates, bowls, cups, table cloths, a chocolate fountain, a wet-vac, bingo cards, holiday decorations, a Christmas tree, a microwave, money, computer chairs, chairs, tables, computer mice and a popcorn machine.

She was arrested April 22 and booked into the Burnet County Jail. She bonded out later the same day after posting a $7,500 surety bond.

Ex-Burnet County investigator gets probation, loses license for falsifying arrest warrant

BURNET — A state district judge sentenced a former Burnet County investigator to 10 years of probation after the man pleaded guilty to an aggravated perjury charge regarding a search warrant in August 2013.

Irvin “Bo” Boshears entered the plea April 24 in Judge Dan Mills’ court. As part of the plea, Boshears also will have to surrender his peace officer’s license.

The aggravated perjury plea stems from an investigation in August of last year during which Boshears, as an investigator for the Burnet County Sheriff’s Office, made a false statement in an arrest warrant he presented to the justice of the peace and information he used to “provide probable cause for the arrest of a person.” Based on the information Boshears used in the affidavit, two people were arrested and charged with a crime.

According to a November grand jury indictment, Boshears stated he recovered some stolen property while executing a search warrant Aug. 29, 2013. Based on that information, he was able to get arrest warrants for two people.

The indictment, however, stated a piece of evidence Boshears claimed to have found on the property in question on Aug. 29 had not been found at that time but was “recovered at an earlier date before the search warrant was executed.”

This piece of evidence, however, was listed on the arrest warrant affidavit.

Two people were arrested based on this information. Charges were eventually dropped.

Boshears was indicted on both aggravated perjury and tampering/fabricating physical evidence. He did not plea to nor was convicted on the tampering charge.

The former investigator faced up to 10 years in prison. Mills sentenced Boshears to 10 years’ confinement but then probated the sentence to 10 years of community supervision.
